Job Purpose

The Head Risk will provide independent strategic leadership of the Bank’s risk management function. The role involves identifying, assessing, monitoring and mitigating material risks while ensuring the Bank’s risk management framework, risk appetite and mitigation strategies align with business objectives, regulatory requirements and sound banking practices.

Key Responsibilities

1. Risk Management & Governance

  • Develop and maintain a comprehensive risk management framework.
  • Establish risk measurement, monitoring and mitigation objectives.
  • Report the Bank’s risk profile to Management, the Board and regulators.
  • Provide leadership and direction for the risk function.
  • Maintain independence and objectivity of the risk function.
  • Advise Management and Board Committees on material and emerging risks.
  • Participate in ALCO, Loan Recovery Monitoring Committee, New Product Approval Committee and other relevant committees.

2. Credit, Market & Liquidity Risk

  • Oversee credit risk policies, procedures, limits and monitoring.
  • Identify, measure, monitor and mitigate market and liquidity risks.
  • Coordinate profitability, liquidity and market risk analysis.
  • Monitor risk measurement techniques, models, systems and MIS.

3. Operational, ICT & Emerging Risks

  • Oversee the operational risk framework.
  • Manage operational risk identification, loss events, assessment and mitigation.
  • Independently assess ICT systems, infrastructure and information security risks.
  • Identify emerging and strategic risks.
  • Champion the Bank’s ESG agenda and regulatory compliance.

4. Capital Adequacy, Regulatory Compliance & Reporting

  • Lead and monitor the ICAAP.
  • Ensure compliance with laws, regulations and international standards.
  • Provide accurate risk reports to Management, Board and regulators.
  • Ensure compliance with AML/CFT/CPF policies and procedures.

5. Risk Culture & Team Leadership

  • Lead and develop the Risk Management team.
  • Promote a strong risk-aware culture.
  • Provide independent thought leadership and constructive challenge.
  • Drive continuous improvement of risk practices, systems and capabilities.

6. Stakeholder Management

  • Build relationships with the Managing Director, EXCO, Board committees, business units, regulators and external auditors.
  • Communicate complex risk matters clearly.
  • Provide evidence-based recommendations.
  • Represent the Bank’s risk function internally and externally.

Education & Qualifications

  • Bachelor’s degree in Finance, Business or a related discipline.
  • Master’s degree in Commerce, Business Administration, Statistics, Computer Science, ICT, Economics or a related field.
  • Professional certification in Risk Management (CRM), Financial Risk Management or CFA is preferred.

Experience Required

  • At least 10 years’ combined banking and finance experience.
  • Minimum 5 years in a risk management position.
  • Enterprise risk management experience in banking or a similarly regulated environment.
  • Strong knowledge of banking operations, risk frameworks and regulatory compliance.
  • Experience in credit, market, liquidity, operational and ICT risk management.
  • Experience in risk measurement, quantitative analysis, risk reporting and risk management systems.
  • Experience with ICAAP and engagement with senior management, Board committees, regulators and key stakeholders.
