Role Purpose

The Biofuel Procurement Officer is responsible for sourcing, negotiating, and ensuring a reliable supply of biofuels (such as briquettes, pellets, husks, biogas, bagasse, or agricultural residues) to power industrial boilers in Uganda.

Key Responsibilities

  • Identify and evaluate suppliers of biomass and biofuels suitable for boiler operations (wood briquettes, bagasse, husks, biogas or agriculture residues, etc.).
  • Negotiate long-term contracts to guarantee consistent fuel supply.
  • Develop procurement strategies to balance cost, quality, and environmental impact.
  • Monitor biomass market trends and recommend cost-optimization strategies.
  • Ensure procured biofuels meet boiler specifications (moisture content, calorific value etc).
  • Work with suppliers to implement proper drying, storage, and handling practices.
  • Conduct periodic testing of fuels to maintain efficiency and reduce boiler downtime.
  • Coordinate collection, transportation, and timely delivery of biofuels to boiler sites.
  • Optimize logistics to minimize costs and wastage.
  • Maintain inventory levels to prevent shortages and ensure uninterrupted boiler operations.
  • Ensure sourcing complies with Uganda’s energy and environmental regulations.
  • Promote use of renewable and sustainable feedstocks instead of unsustainable firewood/charcoal.
  • Support carbon credit and sustainability initiatives linked to biomass energy.
  • Build partnerships with farmer groups, agro-processors, sugar factories, and biomass producers.
  • Liaise with internal teams (boiler operators, finance, sustainability managers) to align procurement with plant needs.
  • Strong understanding of biomass/biofuel feedstocks and their suitability for industrial boilers.
  • Knowledge of procurement, supply chain management, and contract negotiation.
  • Familiarity with boiler operations and energy efficiency.
  • Strong analytical and problem-solving skills.
  • Good communication and supplier relationship management skills.

Qualifications

  • Bachelor’s degree in Procurement & Supply Chain, Mechanical Engineering, Energy Management, or Agriculture.
  • 8– 15 years’ experience in fuel procurement, biomass energy, or industrial energy supply.
  • Experience working with boilers, renewable energy projects, or agro-processing industries is an advantage.
