Position Overview
The Head of Programs provides strategic leadership and technical oversight in designing, implementing, monitoring, and scaling PaCT’s programs. This role ensures that all initiatives are aligned with the organization’s mission, deliver measurable impact, and respond effectively to the evolving needs of adolescent girls and young women in Uganda.
The ideal candidate is a visionary leader, a strategic thinker, and a results-oriented development professional with a passion for gender equality and community transformation.
Key Responsibilities
- Provide strategic direction and oversight of all PaCT programs, ensuring quality, innovation, and impact.
- Lead program planning, design, and implementation in alignment with PaCT’s strategic objectives.
- Oversee Monitoring, Evaluation, Accountability, and Learning (MEAL) systems to ensure evidence-based programming.
- Support fundraising and partnership development by contributing to proposal writing, donor engagement, and resource mobilization.
- Build and mentor a high performing program team that upholds PaCT’s values of integrity, equity, and excellence.
- Strengthen collaboration with government ministries, development partners, and community stakeholders not forgetting technical working groups.
- Ensure compliance with donor requirements and organizational policies in all program operations.
Qualifications & Experience
- Master’s degree in Development Studies, Social Sciences, Project Management, Gender Studies, or a related field.
- Minimum of 4years progressive experience in program management within an NGO or development organization, at least 3 years at a senior leadership level.
- Proven expertise in managing multi-sectoral programs (preferably in gender, livelihoods, WASH, or youth empowerment).
- Strong track record in resource mobilization, proposal development, and donor relations.
- Excellent leadership, analytical, communication skills and report development.
- Demonstrated commitment to gender equity and youth development.
