Position Overview
Water Mission is seeking an operationally focused manager to support the development and execution of revenue-generating WASH finance initiatives, with a primary emphasis on carbon finance operations in East Africa. Based in our East Africa program and reporting to the Senior Director of Program Design and Standards, this position will coordinate workflows, documentation, data inputs, internal processes, and implementation readiness to advance carbon credit opportunities and other impact-linked funding mechanisms that strengthen sustainable water service delivery. This role enables revenue generation by ensuring opportunities are operationally ready, well-documented, and integrated with country programs. The position will work closely with international programs, monitoring and evaluation, finance, Global Partnerships, and country teams to support the practical implementation requirements behind carbon finance, results-based financing, and related mechanisms. The successful candidate will focus on execution: translating opportunities into workplans, trackers, partner-ready operational inputs, and repeatable processes while leaving donor cultivation, relationship ownership, and fundraising strategy with Global Partnerships and senior leadership. Some travel is expected, but travel frequency may vary based on project timelines, verification schedules, partner requirements, and organizational priorities.
Key Responsibilities
Carbon Finance Operations
- Coordinate day-to-day operational activities required to develop and manage Water Mission’s carbon finance opportunities across East Africa.
- Maintain project workplans, timelines, task trackers, documentation lists, verification schedules, issuance milestones, and commercialization readiness tools.
- Gather and organize technical, financial, monitoring, and program information needed for feasibility assessments, baseline studies, monitoring reports, validation, verification, and registry processes.
- Coordinate operational engagement with carbon standards, verification bodies, registries, consultants, and internal teams in alignment with leadership and partnership guidance.
- Maintain carbon credit inventory tools, issuance schedules, verification records, retirement records, and related reporting systems.
Blended-Finance Support
- Support revenue-generating WASH finance opportunities by preparing operational inputs, data summaries, implementation narratives, budgets, due diligence materials, and proposal content.
- Maintain a practical opportunity tracker that summarizes status, next steps, internal owners, documentation needs, operational risks, and decision points.
- Coordinate with Global Partnerships, country teams, technical staff, finance, and MEL to ensure opportunities are supported by accurate operational information and realistic implementation plans.
- Support results-based financing, blended finance, and other impact-linked mechanisms by coordinating implementation inputs rather than designing financial structures or leading external fundraising.
Supervisory Responsibilities
- Provide direct supervision, work planning, coaching, and performance support for any future support specialist positions reporting directly to this role.
- Coordinate consultant scopes of work, deliverables, timelines, and quality expectations to ensure alignment with carbon operations, blended-finance support, and country program needs.
- Support onboarding, task prioritization, regular check-ins, and accountability routines for direct reports and contracted support resources.
Program Integration and Tools
- Coordinate with country programs, engineering, MEL, finance, and Global Partnerships teams to integrate performance-based funding requirements into project planning and implementation workflows.
- Ensure projects have the operational processes, documentation, and data collection routines required to support verifiable impact claims and outcomes-based funding.
- Develop and maintain practical templates, trackers, dashboards, standard operating procedures, and reporting routines that make finance opportunities easier to replicate and manage.
- Provide operational insights to leadership on implementation readiness, delivery risks, data gaps, and resourcing needs related to revenue-generating finance opportunities.
General
- Maintain a strong Christian witness and model servant leadership to colleagues, partners, the communities we serve, and the public.
- Engage and participate in prayer before and after team meetings.
- Lead and participate in biblically based staff devotions.
- Occasional international travel may be required for regional coordination, carbon finance engagements, training, conferences, or meetings with internal and external stakeholders.

Qualifications
Required Qualifications

- Bachelor’s degree in Environmental Science, Sustainability, Economics, Finance, Business, International Development, Engineering, or related field.
- Demonstrated experience coordinating complex projects, workplans, documentation, and cross-functional implementation processes.
- Working knowledge of carbon markets, carbon project development, climate finance, results-based financing, or related impact-linked funding mechanisms.
- Experience working in East Africa or other low- and middle-income countries.
- Understanding of WASH sector implementation, monitoring, data collection, and impact measurement.
- Strong organizational, analytical, project management, and stakeholder coordination skills.
- Ability to translate technical and program information into clear operational documents, trackers, summaries, and partner-ready materials.
- Excellent written and verbal communication skills.
- Experience supervising consultants, staff, or project support resources.
- Ability and willingness to travel regularly within East Africa to support country teams, project sites, partner meetings, verification activities, and implementation readiness reviews.
- Ability to travel on long car rides to remote areas in East Africa in extreme temperatures.
Preferred Qualifications
- Experience with voluntary carbon standards, registries, validation and verification processes, or carbon accounting tools.
- Experience with rural water utilities, professionalized service delivery, or sustainable WASH service models.
- Familiarity with donor-funded development programming, proposal development, or due diligence processes.
- Experience with data analytics, GIS, dashboards, or monitoring systems.
- PMP or other project management certification.
