Job Title: Consortium Manager
Reporting to: Program Director
Duty Station: Adjumani

Purpose of the Job
The Consortium Manager will provide strategic leadership, overall programme oversight, and effective consortium management for the FCDO-funded Refugee Support, Empowerment and Transformation (ReSET) Programme in Uganda. The Consortium Lead will serve as the principal liaison with FCDO, consortium partners, government, and other key stakeholders, ensuring high-quality technical delivery, strong collaboration, and effective adaptive management. The role is responsible for delivering programme results on time and within budget while ensuring compliance with FCDO requirements, safeguarding standards, and value for money. The Consortium Lead will foster inclusive partnerships, strengthen local leadership, oversee programme performance, risk management, and learning, and ensure the consortium delivers sustainable outcomes for refugees and vulnerable host communities.

Your main duties and responsibilities will be:

  • Lead all aspects of the implementation and consolidation of an anticipated multi-year intervention and coordinate all partners and their efforts.
  • Serve as the primary point of contact to the donor, as well as public, private and nongovernment stakeholders.
  • Ensure compliance with contracts, including financial tracking and oversight of partner budgets, finance, administration and reporting to donors; approve program expenditures, budget adjustments, and cost modification requests to donors; promote, uphold and model a commitment to the efficient use of agency and donor resources.
  • Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability; coordination between program and operations leads; FH ASSOCIATION program quality standards are adhering to the Project Cycle Management (PCM) and MERL policy and procedures.

Consortium Management

  • Effectively lead and manage the Project Management Unit (PMU); manage team dynamics and staff well-being; provide coaching and mentoring; strategically tailor individual development plans and complete performance assessments for direct reports; oversee the development of staffing plans and the recruitment process of staff.
  • Lead on effective governance of the consortium and ensure alignment with the governance structure.
  • Manage budgets and interventions of various donors, while maintaining excellent donor relations.
  • Manage the projects/contributions/involvement of the consortium partners.
  • Lead Localization for the grant.
  • Lead on and maintain updated stakeholder mapping and engagement plan, including CSOs, NGO, government, and the private sector.
  • Lead on the localization strategy of the consortium.

Management and Administration

  • Responsible for the presentation of annual plans as per donor requirements.
  • Responsible for having the appropriate systems in place to ensure evidence-based decision making and to inform adaptive management.
  • Oversee the management of all financial resources and ensure the appropriate mechanisms are in place to make sure resources are effectively used as per FH and FCDO’s procurement and financial guidelines.
  • Coordinate periodic reviews of programmatic and financial progress and lead budget harmonization processes.
  • Ensure the quality of donor reports and provide final FH Global Office reports for presentation to the donor.
  • Make sure the program and all staff adhere to FH Bolivia’s safety plan. This position must ensure that FH complies with the Minimum Standards of Operational Safety and Security, and the Legal Duty of Care of FH or all program personnel.

Representation and Coordination

  • Maintain responsibility for proper communication and consultation with the donor.
  • Actively participate in various working groups and coordination meetings at the national level.
  • Organize learning and exchange opportunities between the project and external stakeholders on a regular basis.

Human Resources Management

  • Carry out the hiring, orientation, and training of key personnel to build a strong, wellsupported and motivated team.
  • Identify opportunities for staff professional development and provide recommendations to the Human Resources department for implementation.
  • Coordinate with Human Resources in the preparation of employee job descriptions, performance plans, and performance evaluations.
  • Work with line management to ensure team cohesion and collaboration within the organization.

Job Specifications

  • Master’s degree, preferably in climate change, Agriculture or in humanitarian development, environment management, or related area, or bachelor’s degree with 8+ years of relevant experience.
  • At least 8–10 years of experience managing large scale grants/programs at the national level, preferably within complex, multi stakeholder environments.
  • A minimum of 3 years of experience serving a Consortium Lead, or in senior field management roles, requiring close engagement with donors, contractors or international NGOs and oversight of an office or large program.
  • Experience working and negotiating effectively with government bodies, donors, and partners at national and sub national levels.
  • Previous management experience on Uk Government funded programs, along with strong knowledge of FCDO rules and regulations, is highly desirable.
  • Experience in localization and strengthening local capacities.
  • Experience in refugee response in Uganda.
  • Proven ability to bridge technical and management perspectives, ensuring programmatic quality while leading multidisciplinary teams and donor funded operations.
