Job Summary

The Head of Human Resources will provide strategic leadership for the Bank’s people and culture agenda. The role focuses on developing and implementing HR strategies, policies, systems and practices to attract, develop, engage, reward and retain high-performing employees while ensuring sound employee relations, regulatory compliance and effective people governance.

Key Responsibilities

1. HR Strategy & Leadership

  • Lead formulation and implementation of the Bank’s HR strategy.
  • Translate business priorities into a people strategy covering talent, performance, learning, reward, employee relations, culture and organisational effectiveness.
  • Advise the Managing Director, EXCO and senior management on HR matters.
  • Provide leadership across the employee lifecycle.

2. Talent Acquisition & Workforce Planning

  • Lead recruitment and talent acquisition strategy.
  • Identify workforce requirements with business leaders.
  • Develop workforce planning and resourcing strategies.
  • Strengthen employer value proposition, attraction and retention.
  • Ensure recruitment is fair, effective, transparent and compliant.

3. Talent, Performance Management & Succession

  • Oversee performance management, including objectives, reviews and improvement.
  • Develop talent management and succession planning frameworks.
  • Identify critical roles and talent gaps.
  • Guide managers on performance, talent and employee development.

4. Learning & Development

  • Develop an L&D strategy aligned with business needs.
  • Promote continuous learning and career growth.
  • Oversee leadership and capability development.
  • Evaluate learning investments for business impact.

5. Employee Relations, Engagement & Culture

  • Promote employee relations, engagement, wellbeing, productivity and retention.
  • Strengthen organisational culture, including diversity and inclusion.
  • Oversee grievances and conflict resolution.
  • Conduct employee engagement and workforce surveys.

6. Reward & Benefits Administration

  • Develop competitive and equitable reward and benefits frameworks.
  • Lead salary benchmarking and market reviews.
  • Monitor benefits utilisation and recommend improvements.

7. HR Governance, Policy & Compliance

  • Develop and review HR policies, procedures, systems and controls.
  • Ensure compliance with Uganda’s labour laws and banking regulations.
  • Maintain HR records and documentation.
  • Resolve Bank of Uganda and audit findings relating to HR.
  • Ensure compliance with AML/CFT/CPF policies and promote ethical conduct.

8. HR Financial Management

  • Manage HR and payroll budgets.
  • Monitor people-related costs and workforce productivity.
  • Analyse revenue-per-staff performance.
  • Optimise people-related costs while maintaining appropriate staffing and effective HR service delivery.
