About the Country/Multi-Country Office

UNOPS’ activities in Guatemala began 27 years ago in 1997, and in early 2025 the Headquarters Agreement between UNOPS and the Government of Guatemala was ratified. Since then, our main partners have been public institutions, and our approach has always focused on strengthening local institutions by working in a variety of sectors and projects of varying complexity. These range from supporting the post-conflict peace process and promoting productive activity in regions of extreme poverty, to modernizing the State by reducing infrastructure gaps, improving procurement, and, more recently, supporting efforts in transparency and efficiency within public institutions, in line with government priorities and the well-being of Guatemalans.

About the Project Office

Starting in 2024, the newly elected government identified UNOPS as its preferred partner to support the implementation of the 2024-2028 Government Plan, by strengthening government institutions that lead to the adoption of a Fair and Equitable Public Management approach, enabling the transition towards modernizing the country’s health infrastructure and procurement systems.

It should be noted that the political context in Guatemala is very complex, volatile, and fragile, requiring UNOPS to constantly interact with high-level government representatives, the UNRC and the UNCT, as well as with other civil society and international organizations in the country. The projects that UNOPS is asked to support are quite strategic for the country and, therefore, have high visibility and exposure.

The INFRAIGSS Program, developed in partnership with the Guatemalan Social Security Institute (IGSS), focused in its first phase (2020–2025) on strengthening the IGSS’s capacities and preparing the technical and management foundations for hospital modernization. With the signing of the amendment in 2025, the second phase (2025–2030) began, prioritizing the construction and equipping of two new hospitals.

Job Specific Context

This is an ongoing home-based position, so it is established in LICA (Local Individual Contractor Agreement) mode .

A home-based contract refers to a contractual agreement in which personnel perform their official UNOPS duties from their place of residence, where they are legally permitted to live and work. This type of contract is designed and classified to be performed remotely.

UNOPS will not reimburse costs related to internet or other connectivity necessary to perform duties from home. The contracted individual must provide their own equipment to perform their duties, as the Office will not provide official equipment. 

Role Purpose

Under the supervision of the Market Intelligence Specialist and in close coordination with the Senior Planning, Monitoring, and Evaluation Officer, the Senior IT Analyst – Solutions Design will be responsible for analyzing, designing, developing, and deploying comprehensive IT solutions. Their primary objective will be to automate and optimize the management of key processes such as Procurement, Contract Management, Finance, Planning, Programmatic Monitoring, Communications, and Quality Management, including Contractor Evaluation and Related Services for medical equipment and infrastructure. These solutions should facilitate interaction between internal and external users, as well as integration with other tools, resulting in reduced operational times. They will also provide technical support, maintenance, and training on the implemented systems.

Functions / Key Results Expected

The Senior ICT Analyst – Solutions Design will have the following functions and responsibilities:

  1. Analyze and document the functional requirements requested of you.

  2. Develop computer programs and tools for use and deployment in web, mobile or desktop environments.

  3. Provide IT technical support for project activities.

  4. Provide training to internal and external users on the different systems that are developed.

I. Analyze and document the functional requirements requested of you

  • Manage the functional requirements of business processes with the users.

  • Document the functional and non-functional requirements of the automation needs of the processes involved in the development of the deliverables of the program projects.

II. Develop computer programs for use and deployment in web, mobile or desktop environments

  • Develop data entry interfaces for end users.

  • Develop and maintain the applications required for business management following UNOPS standards and best practices.

  • Provide maintenance and support for the project’s software programs.

  • Optimize the programming code of computer developments.

  • Integrate software programs with other UNOPS platforms or developments for information exchange.

  • Use the DevOps framework for program development.

  • Secure source code versions using cloud repositories adopted at the enterprise level such as Google Cloud Platform and others such as GitHub, DevOps.

  • Develop the tools that allow the integration of information systems built considering the consistency and relationship between areas, processes, subprocesses; seeking the harmonization of the data standard and fields of the databases.

  • Ensure that the products developed are based on programs whose code complies with the computer security and architecture standards that UNOPS policies deem appropriate.

  • Provide functional training on the developed software programs.

III. Provide IT technical support for project activities

  • Ensure complete documentation of systems, configuration, and procedures to improve knowledge sharing and transfer within the team and across the entire ICT practice using established documentation repositories.

  • Other activities required by the supervisor to support the management of the organization’s processes.

 IV. Conduct training for internal and external users on the different systems that are developed.

  • Design and develop the teaching materials, user manuals and quick reference guides to facilitate the use of the systems built.

  • Plan, coordinate and execute training sessions (virtual or in-person) adapting technical language to a functional and understandable approach.

  • Provide support and resolve operational questions during the initial deployment and implementation phase of the tools.

  • Gather user feedback during the system adoption process to identify potential opportunities for improvement in the interface or functionality.

Key results directly impact the efficiency of all project work units and activities. Punctuality, timely information, and accountability in service delivery contribute to the office’s performance, efficiency, and client satisfaction, thereby enhancing the image and credibility of the team and the office as an effective service provider for project management and services. This strengthens UNOPS’ competitive position as a preferred partner for sustainable development and project services in the region/country it serves.

Education Requirements

Required

  • University studies at the Master’s level in Systems Engineering, Computer Science, Computer Engineering, Information Technology, Systems Administration or other related field, in combination with two (2) years of relevant experience.

  • For candidates without a master’s degree, university studies at the Bachelor’s level in the aforementioned areas are accepted, in combination with four (4) years of relevant experience.

Desired

  • Knowledge of standards for systems documentation (e.g., Agile Scrum, among others).

Experience Requirements

Required

  • A minimum of two years of experience (or more, depending on academic qualifications) is required in the development of transactional applications using JavaScript (ReactJS), Node.js, and PostgreSQL, focused on the management of contracts, purchase orders, delivery orders, and related services, preferably for medical equipment. This experience must include:  

    • Experience in designing and developing IT solutions for monitoring and tracking operational management processes. 

    • Experience in the design, modeling and construction of relational databases, ensuring the consistency and coherence of the information.

Desired

  • Implementation of databases using tools such as PL/SQL, MySQL, SQL Server, or others 

  • Design and development of IT solutions for supply chains and logistics, or similar 

  • Google app script

  • .NET, C#, Python, Java, PHP, or other modern programming languages
