About the project:
The Local Partner Health Services–TB and Urban Health (LPHS–TB & Urban Health) Activity is a six-year Cooperative Agreement (2021–2027) implemented by the Infectious Diseases Institute Limited (IDIL) in partnership with The AIDS Support Organization (TASO) and six other civil society organizations. The Activity supports the Government of Uganda’s National TB and Leprosy Program (NTLP) in reducing the country’s TB burden and strengthening integrated urban health services in Kampala, Wakiso, and Mukono districts, as well as drug-resistant TB treatment hospitals nationwide. The Activity aims to achieve 90% TB case detection and treatment success by 2027, aligning with the U.S. Government and WHO End TB Strategy milestones. Its objectives focus on improving screening and detection, enhancing treatment outcomes, strengthening facility and community systems, and building national and sub-national technical capacity for sustainable, high-impact service delivery.

Job Summary
The Data Officer Locum will support health facilities and district teams to ensure the accurate, complete, and timely collection, reporting, and use of TB and urban health data in line with national HMIS guidelines and project requirements. The role focuses on promoting routine and digital reporting systems, including HMIS tools, eAfya, eRegistry, DHIS2, the electronic Case-Based Surveillance System (eCBSS), maternal and perinatal audit trackers, and X-ray data management systems.

Under the supervision of the MEL Specialist, the Data Officer Locum will mentor health facility staff on data documentation and collection, support routine reporting cycles, maintain project data trackers, and contribute to data entry, cleaning, analysis, sharing, and use. The role will also support performance monitoring and promote data-driven quality improvement across project-supported health facilities.

Key Responsibilities

• Mentor health facility staff on proper documentation using national HMIS tools and applicable digital systems, particularly eAfya, digital registers, and Clinic Master.
• Ensure the completeness, consistency, and accuracy of data captured in HMIS tools and applicable digital systems, including eAfya, digital registers, and Clinic Master.
• Collaborate with district and regional partners to ensure the availability, functionality, and effective use of HMIS tools and digital systems, including eAfya, digital registers, and Clinic Master.
• Support health facility staff in the timely compilation and submission of routine HMIS reports (weekly, monthly, and quarterly) and the regular updating of applicable digital systems.
• Provide direct support to project-supported sites in reporting data to DHIS2, including data generated from community-based activities.
• Ensure the accurate and timely updating of project trackers and reporting tools.
• Support health facility teams in the timely updating of the electronic Case-Based Surveillance System (eCBSS) for TB to ensure complete, accurate, and functional case-based reporting.
• Promote and support the use of data at both health facility and project levels, including participation in performance review meetings and data review processes.
• Support district health teams and health facility staff in generating data summaries and reports that inform continuous quality improvement initiatives in TB and urban health programming.
• Participate in data cleaning, analysis, interpretation, and dissemination to support evidence-based decision-making.
• Provide occasional support to other health facilities in the Kampala, Mukono, and Wakiso district areas as instructed by the supervisor
• Any other duties as may reasonably be assigned from time to time.

Academic Qualifications

• Bachelors degree in Statistics
• Bachelors degree in Information technology
• Bachelors degree in Quantitative Economics
• Bachelors degree in Information Systems or any Data Management Related course

Person Specification

• Degree in any data management-related field.
• Data analytics and presentation skills using Microsoft Office Suite, particularly MS Word, Excel, and PowerPoint.
• Experience in HMIS data management and coordination at the health facility and district level.
• Experience in the navigation of DHIS2, eCBSS, eAfya, eRegistry and any other EMR used at facility level for data management.
• Previous experience in supporting TB and TB/HIV district and site-level data management tasks.
• Demonstrated attention to detail, with the ability to produce accurate, high-quality work and consistently meet deadlines.
• Familiarity with health facilities in Kampala, Mukono, and Wakiso, and previous experience working with IDI, will be an added advantage
• Strong team player with excellent problem-solving and interpersonal skills.
• Ability to work effectively under pressure, manage competing priorities, and deliver results with minimal supervision.
• Excellent communication and interpersonal skills.
