Job Overview:
Reporting to the Project Director, the Commissioning Manager is responsible for the planning and execution of a safe and efficient Pre-commissioning, Commissioning, Start-up and Performance Testing on an Oil & Gas Project to achieve the plant’s production and performance objectives and McDermott’s contractual objectives. This is a site role on an overseas assignment rotational basis. The site is in a landlocked country in East Africa.

Responsibility includes initial operations and maintenance on the Central Processing Facility until handover to Company, as well as overseeing the Completions team and Preservation team.

Knowledge of OPERCOM and ICAPS on a large oil & gas project is preferred.

Responsibilities
Key Tasks and Responsibilities:

  • Work collaboratively within the Project team, Contractors, Vendors, and with Client to maintain positive relationships
  • Participate in Project Risk Reviews with Project Management Team and Client and advise on potential risks and impacts to the project and/or to the planning, and execution of commissioning and start-up on the project
  • Responsible for the implementation of the Commissioning Execution Plan to be performed by the commissioning team during site execution effectively and efficiently to complete the scope obligations on the Project
  • Manages the organizational and manpower requirements (including vendors and subcontract personnel) to meet the objectives for the facility
  • Review the pre-commissioning, commissioning, start-up and project completion schedules working closely with the project scheduler
  • Tracks the commissioning budget for the commissioning team works scopes
  • Directs the pre-commissioning, commissioning, start-up, initial operations and maintenance, shutdown and emergency procedures during site execution
  • Directs all subcontractor personnel assigned to the commissioning group
  • Directs all Client’s personnel assigned to work under McDermott commissioning supervision until facility handover
  • Identifies Supplier Servicemen needs for commissioning of all plant equipment
  • Interfaces with McDermott Project Management, Engineering, Construction, Quality, Safety, Completions and the Client’s designated representatives as required
  • Liaise with the Construction Contractor for inspections and accepting the completed systems as deemed ready for commissioning
  • Interfaces with all local agencies, as needed, to facilitate all required approvals and ensure smooth and successful commissioning, initial operation and maintenance of the facility until handover to Client
  • Manages the implementation of the Training program for all employees under his supervision and for Client’s O&M personnel
  • Directs procedures to deliver the overall safety of the facility and its personnel
  • Directs the updating and redlining of commissioning deliverables on the project
  • Provides input to the “lesson learned” database
  • Prepares Close Out Report at the completion of the project
  • Mentor younger members of the site commissioning team

Qualifications
Essential Qualifications and Education:

  • Possess an engineering degree (or equivalent) in preferably Chemical or Mechanical Engineering
  • Must have a minimal of 15 years’ experience on EPC projects in a supervisory position or higher within the commissioning group
  • Must have pre-commissioning, commissioning and start-up experience on at least 5 major EPC projects in the Oil & Gas Industry
  • Demonstrates a broad technical knowledge of construction and completion activities
  • Able to effectively communicate technical solutions and concepts to other engineers and non-engineers
  • Must have excellent computer software skills in MS Office suite as a minimum
  • Must have good presentation skills for meetings with Project Management and Client
  • Must have effective communication skills, able to establish confident relationships with discipline managers, technical engineers and non-engineers
  • Must have excellent organizational skills and be adaptable to various needs of various discipline groups
  • Capable of leading a Project Commissioning team
  • Proficiency in English, Multi-Language skills a plus
