Supervises / Interfaces: Canal/Irrigation Engineer, Site Engineers, Survey, Laboratory, HSE, Documentation and Logistics staff
Role objective: Deliver the assigned function with clear accountability, auditable records and timely escalation of risks.

Job summary: Heads the Client Construction Unit and is responsible for overall delivery of the canal works. The Construction Manager shall direct the construction programme, coordinate labour, plant and materials, establish weekly and monthly production targets, coordinate all work fronts, enforce approved drawings and specifications, chair construction coordination meetings, ensure timely inspection requests, oversee closure of NCRs, manage interfaces between earthworks, structures, drainage and lining, review progress and risks, coordinate recovery programmes, and ensure preparation of as-built and handover documentation.

Key responsibilities:

• Provide overall leadership and command of construction delivery across the full 28.8 km canal corridor and associated structures.
• Convert approved drawings, specifications, BOQ requirements and method statements into coordinated work packages, work fronts and measurable production targets.
• Prepare, maintain and enforce the baseline construction programme, four-week look-ahead programme, weekly targets and recovery plans where progress falls behind.
• Coordinate labour, plant, materials, access, temporary works, subcontractors and construction interfaces so that excavation, fill, drainage, structures and lining progress without avoidable conflicts.
• Chair daily/weekly construction coordination meetings and ensure decisions, responsibilities and deadlines are recorded and followed up.
• Ensure no activity starts without current approved drawings, method statement, ITP, material approval and required setting-out information.
• Ensure hold points and witness points are notified sufficiently early for Client and Consultant inspection.
• Review and escalate unforeseen ground conditions, design conflicts, seepage, groundwater, unstable slopes and other technical risks through formal RFIs.
• Ensure non-conforming work is identified, isolated where necessary, corrected and formally closed before being covered or incorporated into permanent works.
• Coordinate quality, survey, HSE, environmental and commercial records so that each completed work lot is traceable and auditable.
• Review daily and weekly productivity against resources deployed and implement corrective resource or sequencing measures.
• Verify readiness of completed sections for inspection, testing, commissioning, as-built survey and handover.
• Maintain the construction risk register and immediately escalate risks affecting safety, hydraulic performance, quality, cost or completion date.
• Coordinate with the part-time Consultant without transferring routine construction-management duties to the Consultant.

Minimum qualifications: BSc in Civil, Water, Agricultural or equivalent Engineering; registered or registrable professional engineer; minimum 10 years’ relevant experience including at least 5 years’ construction management.

Key deliverables: Monthly construction report; monthly and weekly production plan; RFI/NCR status review; section completion/handover readiness records; resource deployment plan; construction risk register; progress dashboard; forecast completion.

Indicative performance indicators:

• Progress versus programme
• Productivity by work front
• Percentage of planned hold points passed first time
• NCR closure time
• Availability of approved drawings/materials ahead of work
• Timeliness and completeness of monthly reporting

Authority and escalation: The officer shall act within approved drawings, specifications, method statements, ITPs and delegated authority. Any safety-critical condition, major non-conformance, design conflict, material deviation, abnormal ground condition or issue with material cost/programme impact shall be escalated promptly through the defined project chain of command.
